What types of design solutions have previously been used in Kingston to avoid/remove a rail crossing?


    Our community has been fortunate to have a significant number of crossings removed both historically and more recently in its municipality through a variety of different solutions including:

    Rail under Road: 

    • Nepean Hwy and South Rd Moorabbin
    • Balcombe Rd Mentone
    • Charman and Park Rds Cheltenham 

    Rail over Road: 

    • Nepean Hwy Mordialloc
    • McLeod Rd Carrum
    • Centre Rd, Clayton South 

    Road over Rail: 

    • Westall Rd Clayton South, 
    • Dane Rd Moorabbin  

    Hybrid- sunken rail/road over:

    •  Edithvale Rd Edithvale
    • Argyle Ave and Chelsea Rd Chelsea
    • Bondi Rd Bonbeach

    Closed road access to remove crossing: 

    • Lochiel Ave Edithvale
    • Swanpool Ave Chelsea
    • Mascot Ave and Eel Race Rd Carrum

    When did Council hear about the Victorian Government's plans to remove the crossings at Mentone and Parkdale

    The LXRP contacted Council on the same day, just a short while before the public announcement was made.  We have requested an urgent briefing session with the LXRP to find out further details of the project. 

    What level of influence does Council have over this project?

    This is a Victorian Government project, not a Council project.  
    We are not a decision maker and have not been involved in the planning for this project.
    However we do have a key role to play in speaking up on behalf of our community to make sure the LXRP is fully aware of the community's views.
    This consultation will help us provide that feedback to the Victorian Government. 

    Has Council advocated on behalf of the community at other Level Crossing Removal sites in Kingston?

    Yes.  While Council is not the decision maker for the Level Crossing Removal project, we have been working extensively over recent years to influence outcomes at other sites including:

    * Conducted community consultation at both Cheltenham, Mentone and Clayton South to ensure community's views were heard for best outcomes. Developed suggested solutions that showcased community's hopes for the project.

    * Council resolution opposing elevated rail in May 2016 stated "we are unable to support an elevated rail line as an option to be considered in the removal of level crossings along the Frankston line, where it is within the City of Kingston municipal boundaries."

    Raised the issue via the media and met with Victorian Government to ensure community voice was heard.

    * Contributed Council funding to get improved outcomes at Chelsea (pedestrian bridge), Cheltenham (expanded forecourt and decking area) and Mentone (expanded decking and garden area)

    * Reviewed the LXRP design plans for all projects and made suggested improvements including lighting for public safety, improved pedestrian and cycling connectivity, higher quality finishes and design, minimise construction impacts on local traders, greater response to local character.
