Background

In 2016 Council approved a planning permit and planning scheme amendment for Hawthorn Football Club's new headquarters and training facility in Dingley Village.

Plans for the facility have changed and now Hawthorn Football Club have submitted a combined planning scheme amendment and planning permit application to amend the existing incorporated document to allow for additional uses to be applied for. This includes an indoor recreation facility (6 court basketball stadium), medical centre, shop, café and museum. As part of this process, a concurrent planning permit application is being considered which is to use and develop the land for a minor sport and recreation facility, function centre, indoor recreation facility, medical centre, residential building, shop, food and drinks premises (café), museum and reduction of bicycle parking requirements.

What is being proposed?

Hawthorn Football Club's new application is for a permit to use and develop the land for a minor sport and recreation facility, function centre, indoor recreation facility, medical centre, shop, cafe and museum.

Specifically, the Amendment seeks to:

  • Amend the existing incorporated document titled Hawthorn Football Club – Function Centre and Signage Controls, Tootal Road, Dingley Village May 2016 to an incorporated document titled Hawthorn Football Club - Function Centre, Indoor Recreation Facility, Medical Centre, Shop, Food and Drink Premises (Café) and Museum and Signage Controls, December 2019 into the schedule to Clause 72.04 of the Kingston Planning Scheme.
  • Delete the incorporated document titled Hawthorn Football Club – Function Centre and Signage Controls, Tootal Road, Dingley Village (May 2016) from the schedule to Clause 72.04 of the Kingston Planning Scheme.
  • Amend the schedule to Clause 45.12 Specific Controls Overlay (SCO) to insert incorporated document Hawthorn Football Club - Function Centre, Indoor Recreation Facility, Medical Centre, Shop, Food and Drink Premises (Café) and Museum and Signage Controls, December 2019 and apply the overlay to the land.
  • Amend Planning Scheme Map 6SCO to apply SCO6 to the land.

The application is for a permit to use and develop the land for a minor sport and recreation facility, function centre, indoor recreation facility, medical centre, residential building, shop, food and drinks premises (café), museum and reduction of bicycle parking requirements.

How do I make a submission?

Any person who may be affected by the amendment or by the granting of the permit may make a submission.

Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.

Name and contact details of submitters are required for Council to consider submissions and to notify such persons of the opportunity to attend Council meetings and any public hearing held to consider submissions.

The planning authority must make a copy of every submission available at its office for any person to inspect free of charge until two months after the amendment comes into operation or lapses.

The closing date for submissions is 5pm Thursday 5 March 2020.

What happens if I make a submission?

Submissions are public documents and Council must consider all submissions received during the exhibition period for the amendment. If concerns raised in submissions cannot be resolved by making changes to the amendment, Council is required to decide whether to abandon the amendment or refer all submissions received to an Independent Planning Panel.

If the amendment is abandoned it is the end of the Council process. The Applicant then has the option to apply directly to the Minister for Planning to make the decision.


What happens next?

If you make a submission you will be updated as the amendment progresses. If you don’t make a submission Council will not contact you again.
