Project Update – 20 November 2023

Kingston Council has been working with our community to shape new, modernised planning controls for the Endeavour Cove area for a number of years, and we welcome the recent approval of Amendment C205 by the Minister for Planning.

The approval formally introduces the updated Endeavour Cove Comprehensive Development Plan (June 2023). It covers key issues such as mandatory building heights, parking (including a new Parking Overlay), overall development outcomes, and importantly updates the existing controls to bring them in-line with contemporary planning standards.

The changes have been the subject of robust community consultation and an independent planning panel assessment. Thank you to everyone who has provided feedback throughout the process.

Council is proposing changes to update and modernise the planning rules that cover the Endeavour Cove area.

To achieve this, we are undertaking a Planning Scheme Amendment.

Background
Kingston Council has been working with our community to shape new planning controls for the Endeavour Cove area.

The Endeavour Cove area in Patterson Lakes has unique planning rules to other areas of Kingston. After a legal review undertaken in 2020, we identified some compliance issues relating to the planning controls in this area - Comprehensive Development Zone (Schedule 1) (CDZ1).

Following community consultation earlier this year on draft planning controls, we have now prepared Planning Scheme Amendment C205 in order to amend the Kingston Planning Scheme to adopt permanent new planning controls for the area.

Planning Amendment C205
The Amendment proposes to update and modernise the planning controls that apply to the Endeavour Cove area. We want to make them clearer and more consistent.

The amendment follows a review undertaken by Council in 2020 which identified some planning issues, which relate to the planning controls in this area - Comprehensive Development Zone (Schedule 1).

We seek to:

• Update the existing controls to bring them in-line with contemporary planning standards

• Provide new wording to make the zone schedule clearer and easier to understand

• Introduce a planning permit requirement for some buildings and works that are currently exempt (such as apartment developments)
