Council is required to have a set of rules that governs the meeting procedures for Council Meetings and Delegated Committee Meetings known as the Governance Rules (the Rules). A review of the Rules has been conducted to enhance Council decision making in the best interests of the Kingston community.
The proposed changes include (but are not limited to) the following matters:
rules regarding the election of the Mayor
maintenance of meeting quorum due to technical difficulties
removal of 'en bloc' resolutions
rules regarding the submission of notices of motion
rules regarding amendments of motions
changing the deadline for all public question submissions to Council meetings to 10am
expansion of conflict of interest provisions to cover officers attending Council meetings, and
minor administrative amendments
We have done an initial review of the Governance Rules to propose some changes but are also seeking community input. Council welcomes submissions from the community to be taken into consideration in the development of the Governance Rules.
You can read the proposed changes to the Governance Rules in the Document Library on this page.
How will your feedback be used?
All feedback will be presented to Councillors to inform their decision making on the amended Governance Rules.
Feedback received on Governance Rules will be presented to Council meeting in December.
