Why is Council considering changes to the current grants model?
Council conducted a comprehensive review to ensure our grants best serve the Kingston community. We identified improvement areas and proposed a new model based on these findings.
What prompted the review of community grants?
The program has been active for over 25 years. Ensuring its continued relevance to Kingston's evolving needs is crucial. Moreover, a 2022 Victorian Auditor General’s Office audit recommended enhancing fraud control measures in local council grants.
How did Council develop the proposed grants model?
Council collaborated with an independent consultant to review grant documents, benchmark against other Victorian councils, and gather feedback. The insights from this research informed our proposed model.
How did the community provide feedback on the new model?
Through Your Kingston Your Say, we conducted surveys, established a dedicated website page, and analysed feedback received. We also reached out to the community through direct mail campaigns, interviews, and information sessions.
What are the significant changes in the proposed grants model?
The proposed model is simplified for a more streamlined experience. We're reducing the grant streams from ten to five, merging some grants for more efficient administration, offering certain grants bi-annually, and merging specific grants such as Children’s Week Grants
Will the overall grant budget be reduced in the new model?
No, the total grant budget will remain consistent. Funds from discontinued streams will be redirected to the new streams.
How will existing grant applications or approved grants be affected?
Current applications or approved grants will not be impacted. Any changes will not be applied retrospectively.
Can you provide details on the Junior Council Grants managed by Chelsea Rotary?
Council will continue to provide administrative support for the Junior Council Grants, while Chelsea Rotary will continue to be responsible for their funding and management.
When will the proposed grants model be implemented?
The new model is anticipated to be rolled out in 2024.
How will Council help organisations and individuals prepare for changes to how grants will be delivered?
Council will offer consistent communication and guidance, grant-writing workshops, and remain available for any enquiries to assist in the transition.
I am a current recipient familiar with the existing grants system. How will the changes affect me?
Content in the existing grants system for current grant applicants and recipients will not be affected. Council will continue to offer support to all future grant applicants.
How will the final grants model be decided?
Feedback on the proposed model will be collated, and a final model will be presented at a Council meeting in October 2023. Subsequently, we'll update Council’s grant policy, program guidelines, and application materials for roll out from 2024.
