Have Your Say: Draft Road Management Plan 2025-2029

We are seeking community feedback on the Draft Road Management Plan 2025-2029 (RMP), which outlines our approach to maintaining and improving Kingston’s local road network over the next four years. This plan ensures that our roads, footpaths, and associated infrastructure are safe, functional, and well-maintained in line with legislative requirements and community expectations.

Why are we updating the Road Management Plan?

Kingston’s roads play a vital role in keeping our city moving. The Road Management Plan (RMP) provides a framework for how we manage and maintain local roads, footpaths, and related infrastructure in a way that balances community needs, safety, and budget considerations.

Every four years, we review and update this Plan to reflect changing community expectations, new technologies, and improved asset management practices.

And this time, we're revising it in line with changes introduced across all of Victoria, to make these Plans more closely aligned across all 79 Victorian municipalities.

The Draft RMP 2025-2029 proposes several key changes that will help us improve road maintenance efficiency, prioritise high-traffic areas, and ensure that our road and footpath network remain safe and accessible for all users.

What is changing:

  • Proactive and condition inspections defined
  • Reactive inspections added
Proactive Maintenance Inspections
  • Pathways (excl. Activity Centres and High Use areas) inspected on a 3-year cycle
  • Bridges inspected annually.
  • Pathway inspections now on a 2-year cycle
  • Bridges inspected every 6 months.
Reactive Maintenance Inspections
  • All assets - Not specified
  • Emergency response required within 4 hours.
  • All assets detailed by type and hierarchy
  • Emergency response extended to 24 hours.
Defect Interventions
  • High level with limited defect details.
  • More detailed intervention levels.
Footpath intervention point
  • Between 15-20 mm
  • 20mm
