Lease and Licence Policy

Kingston’s Lease and Licence Policy provides a framework for a consistent, fair and transparent allocation of Council assets and the decision making in relation to occupancy agreements.
The policy considers increased utilisation, community and commercial opportunities, and having regard to maximising community access to Council facilities for existing and emerging communities.
We have recently reviewed our policy and we are seeking community feedback on the revised document.
To ensure we hear from as many community members as possible, we have undertaken this consultation in two phases. Firstly, writing directly to the current tenants and now seeking broader community input.
The main aims of the new draft policy are to:
- Ensure a more consistent, fair, and transparent allocation of Council’s assets.
- Increase the community’s access to and use of our properties.
- Provide more consistency and clarity in decision making.
- Introduce a new tenant category for commercial, not for profit organisations.
The policy outlines the rents for the various categories and clearly defines the council/tenant relationship and the respective maintenance responsibilities.
