Earlier this year, we asked you about your hopes for the Aspendale level crossing project. Thank you to everyone who provided feedback. Here’s what we heard:

  • 76% supported a ‘rail over road’ solution
  • Community values access to the beach, location of shops + their family-friendly community

The Groves Street Aspendale Level Crossing Removal Project - Advocacy Report was adopted at the June Ordinary Council Meeting, held on Monday 22 June 2026, and we're urging the Victorian State Government to prioritise:

  • Changing the 2022 ‘trench’ proposal to an elevated rail approach
  • Retaining the station’s current location near local shops
  • Maintaining & improving pedestrian crossings across Station Street, Nepean Highway and the rail corridor
  • Safe, easy, convenient pedestrian access to the shops
  • Improved, safe access to beach and Life Saving Club
  • More public open spaces and greenery

In 2022 the Level Crossing Removal Project (LXRP) announced the Groves Street, Aspendale crossing would be removed, as part of works to make the Frankston line level-crossing free.

Now four years on, Kingston Council and the community are calling for a rail-over solution that will not only improve the project, but will also reduce construction timelines and decrease costs.

While Kingston is not responsible for planning or delivering this project, we are speaking up on behalf of our community to try to secure the best local outcomes.

We're seeking community feedback on the proposed level crossing removal in Aspendale.

The Victorian Government plans to make the Frankston rail line level-crossing free by 2029. The only remaining crossing removals in Kingston are:

  • Aspendale
  • Highett
  • La Trobe Street, Mentone
    • The Level Crossing Removal Project (LXRP) has announced this crossing will be closed, despite Council and community calls to find an improved solution.

The Level Crossing Removal Project (LXRP) announced in 2022 that the Groves Street, Aspendale crossing will be removed by lowering the rail line into a trench under the road. This is a similar approach to the Chelsea, Edithvale and Bonbeach removals. At this stage, the LXRP has not released any further details such as plans or timeframes for construction.

The City of Kingston is not responsible for planning or delivering this project, however we are speaking up on behalf of our community to make sure we get the best outcomes for Kingston. We need community input to help shape our advocacy on this important local issue.
