Background
Every four years Council is required to review its Planning Scheme to make sure it achieves:
- The objectives for planning in Victoria
- Overall land use planning trends
- The objectives for Kingston set by the Council and Wellbeing Plan.
What is the Review?
The Review is an audit of the Kingston Planning Scheme. The Review outlines current trends and anticipated future land use planning issues in Kingston. It also assesses how well our current Planning Scheme responds to these trends and sets out a plan to implement changes to respond to ‘gaps’ in the current Planning Scheme.
Key findings of the draft Kingston Planning Scheme Review
This draft Planning Scheme Review assesses the performance of the planning scheme with a focus on the recent planning reforms and changes to State Policy, and finds that the Kingston Planning Scheme remains broadly aligned with Council’s strategic objectives and has been effective in managing growth.
However, State Government mandated housing targets, combined with extensive planning reform, State led activity centre planning, and the expanded use of the Development Facilitation Program have significantly reduced Council’s discretion in shaping development outcomes.
The actions identified in the draft Planning Scheme Review are intended to position Council to respond proactively to ongoing reform, to protect the interests of the Kingston community, and to ensure that future growth supports a liveable, sustainable and inclusive community.
Recommendations of the Review
Key changes in the review include recommendations to:
- Monitor the impacts of State Government housing reforms and advocate for planning gaps to be resolved.
- Consider the findings of the Suburban Rail Loop Advisory Committee and approved SRL amendments and Department of Transport and Planning, Activity Centre amendments and investigate the need for any changes to the open space contributions.
- Monitor the release of Infrastructure Contribution Plans, prioritise allocation of funds, and establish a governance structure for collection and management.
- Advocate for State Government planning controls and policy to manage coastal hazard risks in Port Phillip Bay, including sea level rise, erosion, inundation and rising groundwater.
- Monitor the changes to the Planning and Environment Act 1987 and associated regulations, including consideration of the need for further work to prepare and implement social and affordable housing policy.
- Undertake a Planning Scheme Amendment to give effect to the recommendations of the adopted Kingston Green Wedge Management Plan
- Consider the findings and recommendations of the Heritage Review.
- Implement the recommendations of the Kingston Urban Forest Strategy, Kingston Biodiversity Strategy and Kingston Urban Cooling Strategy
- Progress the Kingston Employment Land Use Strategy and implementation of any recommendations into the Kingston Planning Scheme.
