Background

Council is required to procure goods, services and works to deliver major projects, essential services and maintain vital infrastructure for our community.

It is essential to have a sound framework in place to help guide these purchases.

We are reviewing our Procurement Policy to ensure it continues to meet legislative requirements and reflects best practice.

This review is required under Sections 108 and 109 of the Local Government Act 2020, which mandates that all councils maintain an up-to-date policy and review it at least once every four-year council term.


Objectives

The updated policy will aim to enhance transparency, accountability, and efficiency in the procurement of goods and services.

It will also be aligned with Council’s strategic objectives, including:

  • Delivering value for money
  • Promoting sustainability
  • Supporting social procurement outcomes.

This review is an opportunity to strengthen how we deliver public value through procurement, with feedback from the community playing an important role in shaping a policy that supports strong governance and responds to the evolving needs of our organisation and community.


Draft Policy

The draft policy includes several key improvements, including:

  • A more flexible, procurement-led approach to evaluation criteria, replacing mandatory weighted scoring;
  • Streamlined thresholds and clearer procurement pathways;
  • Enhanced guidance for non-capital procurement activities such as consultancy and creative engagements;
  • Stronger alignment with internal governance, risk, and digital transformation initiatives.

The Local Government Act 2020 requires us to update and adopt the Procurement Policy by 31 December 2025.
