Background

In 2021 we worked closely with our community to develop a new Community Vision and key guiding plans. We worked with an independently selected representative Community Panel who spent over 2,000 hours reviewing feedback from the community, along with trends and other data to develop our new Community Vision and make recommendations for the city's strategic plans.

Their recommendations helped with the development of the following long-term plans (which have been adopted by Council):

  • Kingston's 4-year Council Plan
  • The 4-year Public Health and Wellbeing Plan, and
  • Our 10-year Financial Plan.

As part of this deliberative engagement process, Council also received guidance and recommendations from the Community Panel, which have helped to inform our city's draft Ten-Year Asset Plan (2021-22 to 2030-31).


What is an 'Asset Plan'

Council is responsible for the management and maintenance of $1.2 billion worth of built assets. These vary from community facilities (i.e. buildings), to our foreshore, sports grounds, roads, bridges, footpaths and drainage network (see diagram).

The draft Asset Plan 2022-2031 outlines how Kingston will achieve its Strategic Asset Management objectives over the next 10 years.

It acts as a road map to achieving our new Community Vision, so it is really important that we get it right. You can download and read the draft plans via the Document Library to the right. You can also read the Community Panel's recommendations and how we have incorporated them to date.

The purpose of the Asset Plan is to:

  • Demonstrate the responsible management of assets (and services provided from assets)
  • Comply with regulatory requirements, and to
  • Communicate the scale of infrastructure investment required to sustainably deliver affordable services for the community into the future.


Other influences which support the draft Ten-Year Asset Plan

The principles and objectives included in this draft plan are supported by the Council Plan 2021-2025, which reinforce the need for Kingston to align service outcomes with asset planning.
