We are committed to improving the safety of all road users in Chelsea

Community members have told us that there are issues around pedestrian safety, traffic speeds, congestion and parking in Chelsea – centred around Thames Promenade, Station Street, Glenola Road and Scotch Parade. This proposed Local Area Traffic Management (LATM) Plan aims to address this.


We are looking at introducing the following changes

Over the month of June, we are keen to hear community feedback to find out whether there is support for the following improvements recommended as part of the draft Traffic Management Plan for Chelsea:


To help reduce speeds, we propose:

  • speed humps:
    • at the existing children’s crossing on Argyle Avenue and Fowler St (south of Argyle Avenue),
    • in Fowler Street and Drinan Road.
  • Speed cushions on the approaches to the children’s crossing on Woodbine Grove.


To improve pedestrian safety, we propose installing an island (with a pedestrian refuge) at Drinan Road, north of Catherine Avenue.

To improve the safety of cyclists we proposed to mark routes for cyclists (Catherine Avenue, Fowler Street, Argyle Avenue) with bicycle symbols.

To improve parking access and turnover we propose:

  • Lowering the existing 4-hour parking restrictions to 3-hour parking to reduce commuter parking.
  • Extending weekday parking restrictions to include 1pm on a Saturday to make more parking spaces available for residents and businesses.
  • Removing the 10-minute parking restrictions on Beardsworth Avenue (associated with the former Kindergarten at 71 Catherine Avenue).


To reduce parking congestion and improve access around Chelsea Recreation Reserve we propose installing hockey stick markings on the roads (shaded grey in the plan below) around the reserve. These encourage motorists to park inside a marked parking area and help ensure there is enough space between parked cars, driveways and intersections.

We are also looking into how we can improve accessibility for pedestrians and wheelchair users around the reserve on Beardsworth Avenue and Catherine Avenue. This is being considered as part of Council’s draft Walking and Cycling Plan.

The draft Local Area Traffic Management Plans considers all of the above as part of an overarching plan that we can carry out to create acceptable levels of speed, volume, and traffic in an area. Some of the benefits will include reducing casualty crashes and improve the flow, safety and use for community members.

Background

In March 2021, Council raised these issues and requested a report on developing a Local Traffic Management Plan for Chelsea.

Following the report, Council requested a traffic study in the area (after the completion of the Level Crossing Removal Projects when ‘normal use’ of the area could be assessed). We reviewed traffic volumes, speeds, parking, and safety issues.

The findings were taken to Council in January this year, with recommendations for improvements we could make in the area to enhance safety and amenity of all users.

Council now wants to find out what you think of the Local Area Traffic Management Plan before we adopt it.
