Kingston’s Commercial Use of Public Land Policy provides a framework for the consideration of proposals for commercial activities on beaches, in parks and on other Council-owned or controlled land, and to provide for the appropriate regulation of these activities.
We have recently reviewed our policy and we are seeking community feedback on the revised document.
The purpose of the policy is to support the more ad hoc use of Council land for commercial activities, without creating direct competition to permanent businesses.
The previous policy included two fees for commercial events - a Primary and a Secondary site fee. We are proposing to replace this with a structure based on the duration of the event:
1-3 day events - the daily fee will be determined annually through the Council budget process.
4+ day events - to be managed via Expression of Interest (EOI) negotiations.
The draft policy also includes some minor modifications to the timing of the annual EOI process. These amendments have been made in response to user feedback that the process was too long and that an outcome is required earlier to ensure adequate time to effectively manage and advertise events. It also and seeks to avoid applicants advertising events prior to approval.
