Council is required to have a set of rules that governs the meeting procedures for Council Meetings and Delegated Committee Meetings known as the Governance Rules (the Rules). A review of the Rules has been conducted to enhance Council decision making in the best interests of the Kingston community.

The consultation of the Governance Rules is primarily focused on the Election Period Policy, which Council is required to provide in their Governance Rules under the Local Government Act. The purpose of the Election Period Policy is to ensure that the business of local government in the City of Kingston continues throughout an election period in a responsible and transparent manner. This policy prescribes actions and procedures the organisation will implement in observance of statutory requirements and established election period conventions in the interests of a fair election generally, during the election period. This Policy builds on the minimum statutory standards to enhance the accountability of the Council, Councillors and Council staff during the election period.

A further change is proposed in the Governance Rules meeting procedure.

Proposals include:

  • Minor administrative changes
  • Upholding the certification process of all Council published material during the election period but oversight is delegated at Manager level
  • Matters relating to Councillor events during the election period
  • Oversight of Council’s social media pages through the election period
  • Allowing the Chief Executive Officer to call a Special Council meeting within 14 days after the declaration of the election result

We have done an initial review of the Governance Rules to propose some changes but are also seeking community input. Council welcomes submissions from the community to be taken into consideration in the development of the Governance Rules.
