Project Update: December 2023

At the December Council Meeting, Council unanimously adopted the Mordialloc and Aspendale Level Crossing Removal - Urban Design Framework (UDF).

Thank you to everyone who provided feedback on our alternate design ideas. 1,215 submissions across two stages of consultation, helped shape the UDF.



We're speaking up on behalf of our community to ensure the best outcomes are delivered as part of the Mordialloc and Station Street Aspendale level crossing removals.

Earlier this year we asked for your views on what you value in the local area. Your feedback has been used to help develop Council's Design Advocacy Document. Stage 2 consultation seeks your feedback on those designs.


Background

The Victorian Government announced that it plans to make the Frankston rail line level-crossing free by 2029. The Victorian Government announced by 2026:

  • Level crossings at McDonald Street in Mordialloc and Station Street in Aspendale, will be removed using a rail over road design
  • The crossing at Bear Street in Mordialloc will be closed.

In September this year, the LXRP released early concept plans illustrating their proposed design, including the relocation of the Station Street and Nepean Highway intersection south, near Pine Crescent and Hearle Avenue in Aspendale. The plans also showed Albert Street becoming one way between Lewis Street and McDonald Street in Mordialloc.

What is Council's role?

Council is not responsible for planning this project or its delivery, however we are speaking up on behalf of our community to make sure we get the best outcomes for Kingston.


What have we been up to?
In July 2023 we undertook community consultation to understand what you value and want to protect in the local area. We received 855 submissions – thanks to everyone that took part!

Improved safety, better pedestrian and cycling connectivity, new active areas, and more green spaces are among the key features you told us you wanted to see delivered as part of the level crossing removals.

These elements are strong features of the high-level Design Response document that we provided to the Level Crossing Removal Project in early September 2023.

We have now prepared more detailed design ideas (a draft Urban Design Framework) which sets the strategic background and design principles we'd like to see delivered as part of the project. The document includes a series of ‘Place Concepts’ which illustrate our design ideas at key locations, including:

- A Shared User Path (SUP) extension between Parkdale and Edithvale

- Opening up the area beneath the rail at the new northern station entrance

- Proposed SUP bridges over Nepean Highway (to Parkdale) and over Mordialloc Creek

- Renewal of Pompei’s Landing

- Replacement of the existing underpass at the stabling yard, with a new path along the northern edge of Mordialloc Creek

- Open space ideas for Attenborough Park and Groves Reserve

- Retention of the existing pedestrian crossing over the railway line at Station Street

- Intersection improvements to provide for safe and convenient access for all road users

Council has also made a submission providing feedback to the LXRP's recently released Concept Designs, highlighting areas where the project could be improved to provide greater community benefits and design outcomes, or where further information is needed.

What do we want your feedback on?

We are currently seeking community feedback on our design ideas for the Mordialloc and Aspendale level crossing removal precinct. You can view the ideas in our summary document or our full draft Urban Design Framework.


What will we do with your feedback?

Your feedback will be used to help inform Council’s final Urban Design Framework which will be submitted to the Victorian Government.

The Urban Design Framework will detail all the things we’d like to see to ensure the success of the project for years to come.
