Council is required to procure goods, services and works to deliver major projects, essential services and maintain vital infrastructure for our community.
It is important to have a sound framework in place to help guide these purchases. Council is updating its Procurement Policy to ensure it meets best practice, aligns with modern standards and continues to drive efficient and financially responsible purchases.
The draft Procurement Policy has been developed in consultation with numerous Victorian councils, including those that are part of the South East Metro Regional Procurement Excellence Network (SEMRPEN), to ensure all requirements and expectations are appropriately considered and addressed. Now, we’d like to know what you think. The policy can be downloaded from the Document Library on this page.
The draft policy includes:
A stronger focus on generating benefits for local businesses and the local economy
Alignment with Council’s Climate and Ecological Emergency Response Plan to minimise damage to the environment
Clearer guidelines for Council staff.
The draft policy applies the following principles to every procurement activity, irrespective of the value and complexity of that procurement:
Value for money
Open and fair competition
Accountability
Risk management
Probity and transparency.

What will we do with your feedback?
All feedback received from the community will be considered in preparing the final Procurement Policy.
The Local Government Act 2020 (the Act) requires Council to update and adopt its Procurement Policy by 31 December 2021.
