Every year, Council invests over $10 million in roads and drainage infrastructure to support the current and future needs of our community.

As part of our commitment to upgrade road safety for all users: the section of Bourke Road, between Clarinda Road and Old Dandenong Road, has been prioritised for renewal works due to its deteriorating pavement conditions.

In conjunction with these pavement renewal works, we are also looking at improving safety along this section of road, as we have been told this road currently attracts speeding drivers.

As we are planning to undertake significant improvement works to improve the safety of community members and drivers who use this local road, we would like to give you a chance to have your say.

Speeding

Prior to opening the Dingley Bypass, Bourke Road (between Clarinda and Old Dandenong Roads) was a major arterial road for the area that accommodated high volumes of traffic.

Now a local road, Council recently reduced the speed limit to 50 km/h, however many drivers who use the road are still driving at unsafe speeds.

This could be due to its width: studies show that when people drive on wider-than-usual roads it can be easy default to driving at higher speed limits, which can lead to speeding if the limit doesn't match our expectation.

We are planning to undertake significant improvement works to improve community safety (and expectation for drivers) who use this residential road.

Proposed road improvement works

To improve safety, we aim to narrow the road to a standard width and utilise additional nature strip space to provide a Shared User Path on the south side of the road. This will not impact upon any parking on the north (residential side) of the street.

As part of these roadworks, the existing pavement on Bourke Road is failing in a few places so a new asphalt surface is proposed.

Along with:

  • Laying a new asphalt surface with full width linemarking from 93 Old Dandenong Road to Clarinda Road
  • New shared user paths
  • New bus stops
  • New kerb (south side only)
  • New traffic islands
  • New vehicle crossings (south side)
  • New pram crossings
  • Minor drainage works

Additional benefits

These roadworks would include the additional benefit of creating a dual-lane bicycle path, which would create a safe off-road connection to the Dingley Bypass for cyclists, pedestrians and non-motorised transport users.

Creating a safe route for pedestrians and cyclists creates a number of health and wellbeing benefits: Regular passive exercise can lead to better health and a more positive mindset. It is also emissions-free, which helps us on our journey towards achieving Net Zero carbon emissions in Kingston, by 2030. And the provision of better connections between bicycle routes, may see more commuters opting to use free pedal-power over driving, which ultimately helps to reduce congestion and delays on our roads.

We would love to hear your feedback on these plans. Please let us know if we have this right, by:

  • emailing info@kingston.vic.gov.au by 22 July 2022.
  • submitting any ideas to our survey, below.
  • send us in a letter to PO Box 1000, Mentone VIC 3194, or
  • phoning Project Manager Daniel Skinner on 1300 653 356.

Once we have received feedback and finalised our concept plans, we aim to commence works during spring 2022.
