Council is committed to ensuring equitable access to services and facilities for all community members, irrespective of background and ability.

As part of this commitment, the Tom Johnston Pavilion at Chelsea Recreation Reserve has been earmarked for a significant upgrade with the installation of a passenger lift to support safe and accessible player, supporter and member access to the first floor.

The Pavilion is currently home to the Chelsea Sports Club, which encompasses the Chelsea Football Club (including Junior Football and All Abilities Auskick), Chelsea Netball Club and Chelsea Cricket Club. With approximately 465 playing members, the Pavilion also regularly accommodates supporters, coaches, officials and visiting team players.

The first floor social room offers a great opportunity for participants to come together and connect during and after sporting fixtures, though the existing stairwell acts as a barrier for equity of access. While there is a modest stair lift in place for those who mobilise with a wheelchair, this option excludes people who may otherwise struggle to safely negotiate the stairs, including parents with prams.

About the lift installation

Council is planning to install a passenger lift at the main entrance of the existing pavilion, with the lift shaft constructed externally on the street side of the existing building with an extension to the existing first-floor landing.

Construction will happen in two stages:

  • Stage 1 will take approximately 3 months and involve building the landing and lift shaft on the West (Street) side of the Pavilion
  • Stage 2 the second stage will take approximately 3 weeks, and involves placing the lift unit inside the shaft.

The Pavilion will remain open for Club activity during both stages of construction.

Council is seeking community feedback on the proposed works.
