We're looking at introducing traffic and pedestrian safety improvements to Rosebank Avenue, Clayton South
Background
Members of the Clayton South community have told us there are safety concerns for pedestrians crossing Rosebank Avenue, close to the Westall Secondary College.
High traffic speeds and volumes also make it hard for pedestrians to cross the road. The existing speed limit on Rosebank Avenue (outside school drop-off and pick up times) is 60km/h. Most Council roads in residential areas would have lower speeds.
This precinct in Westall features two schools, a vibrant group of shops, Westall Railway Station, and is home to numerous community groups and residential properties. Investigations have shown a very high numbers of pedestrians crossing Rosebank Avenue close to the school.
Council action
To improve safety in the area, Council is proposing to introduce the following traffic measures along Rosebank Avenue (see map attached):
- Two flat top speed humps on Rosebank Avenue close to the school
- Converting the existing Zebra Crossing outside the shops to a Wombat Crossing
- Converting the children’s crossing outside the school to a Zebra Crossing with a kerb buildout on the north side – this will reduce the width of the road pedestrians need to cross and improve sight lines
- Removing parking spaces on the northside of the children’s crossing to provide the kerb buildout
- Changing speeds outside the school from 60km/hr (with 40km/hr during school drop-off and pick-up times) to 40km/hr at all times and extending this speed limit to the shops, and
- Reducing in speed from 60km/hr to 50km/h along the rest of Rosebank Avenue.

We would like to hear your thoughts on lowering the speed limit on Rosebank Avenue from 60km/h to 40km/h in front of shops and the school, and to 50km/h along the full length of Rosebank Road in Clayton South.
We would also like to hear your thoughts about:
- introducing a Zebra Crossing outside the school (which includes a kerb build-out)
- converting a Zebra Crossing to a Wombat Crossing, outside the shops
- Introducing two new flat-top speed humps along Rosebank Avenue.
