What is the Foreshore Access Improvements Framework?

    The Foreshore Access Improvements Framework is a long-term plan to guide how we improve access to Kingston’s 13km foreshore. It sets out priorities and principles for making the foreshore more accessible, connected, and enjoyable for all users.

    Our foreshore is one of Kingston’s most loved natural assets. The framework ensures that improvements are planned and coordinated, allowing everyone, from locals to visitors, to safely and easily enjoy the beach, reserves, and pathways now and into the future.

    The framework supports Council’s key strategies, policies and plans, including the All Abilities Action Plan 2024-29, Foreshore Infrastructure Renewals program, Asset Management Plan, Health & Wellbeing Plan 2025-29. Together, these plans aim to create safe, sustainable, and inclusive public spaces.

    What types of improvements are being considered for foreshore access?

    Improvements may include new or upgraded pathways, ramps, boardwalks, viewing platforms, accessible beach access points, bike parking, seating, and connections to public transport.

    How will accessibility for people with mobility aids, prams, and bicycles be addressed?

    The framework prioritises universal design so that people using mobility aids, wheelchairs, prams, or bicycles can move more freely and safely along and to the foreshore.

    Will the framework include upgrades to safety features?

    Yes. Improved safety features such as clear sightlines and emergency access points are all being considered to make the foreshore safer and easier to navigate.

    How will the framework ensure environmental protection while improving access?

    Protecting the natural environment is central to the framework. Improvements will be designed to minimise impacts on coastal habitats, sand dunes, and wildlife, while also building resilience against erosion and climate impacts.
