An update on the proposed traffic changes at Balcombe Road, Mentone


Every year, we invest in Kingston's roads, paths, and drainage networks to support the current and future needs of our community.


In March 2026, we consulted with the community regarding a proposed 12-month trial closure of vehicle access to the Woolworths car park from Balcombe Road, with the aim to improve traffic flow and pedestrian safety. Thank you to everyone who provided feedback.


We received a high level of community support on the proposal along with feedback regarding the possible impacts on nearby intersections, including Davies Street/Balcombe Road and Balcombe Road/Como Parade West.


Feedback also requested a review of the traffic signals along Balcombe Road in Mentone, which are managed by the Department of Transport and Planning (DTP). These concerns have been recognised, and we will continue to work collaboratively with the Department of Transport and Planning (DTP) and advocate for a review and optimisation of signal operations.


Timing and impacts


We’re proceeding with the proposed trial closure, which will be implemented in stages. Traffic will be monitored, with changes made if required.


Water-filled barriers will be installed by end-June 2026 with monitoring surveys undertaken to assess the impacts of the closure. Based on the results of these surveys, next steps will be determined, which may include:

  • Introducing additional traffic treatments, similar to those shown in the concept diagram, for a 12-month period; or
  • Changing the closure to allow left-turn access from Balcombe Road into the car park, while preventing right-turn access from Balcombe Road into the car park.

We will continue to monitor the area throughout the trial period and welcome feedback from the community.




Background

Council has received ongoing community feedback about traffic congestion and pedestrian safety in Mentone, particularly along Balcombe Road and near the shopping precinct.

In response, we undertook a detailed traffic study and modelling exercise to better understand local traffic patterns and identify opportunities to improve traffic flow and safety. The study found:

  • Opportunities to improve traffic flow along Balcombe Road, benefiting the broader road network.

  • Significant school-related traffic within the activity centre.

  • The need to support safe and efficient access as the Mentone Activity Centre continues to grow.


Proposed 12-month trial

Council is proposing a 12-month trial to close vehicle access to the Woolworths car park from Balcombe Road.

During the trial:

  • Drivers will not be able to turn left or right into the car park from Balcombe Road.

  • Access will instead be via nearby signalised intersections, including Davies Street and Como Parade West.


Why this change?

Community feedback identified poor traffic flow on Balcombe Road as a key concern.

This trial aims to:

  • Improve traffic flow by removing turning vehicles that currently obstruct through traffic.

  • Enhance pedestrian safety by reducing the distance required to cross Balcombe Road to access the car park.

  • Measure the impact of the change on traffic conditions in Mentone over a 12-month period.
