Help shape the future of Kingston's Green Wedge

Kingston's Green Wedge is a unique part of our city, providing open space, environmental habitat, agricultural land and a green break between urban areas.

We're proposing updates to planning controls to help protect this unique area for future generations.

Landowners, residents, businesses and the wider community are invited to review the proposed changes and make a submission. Submissions close 27 November 2026.

What changes are proposed?
Following community consultation, Kingston Council adopted its 10-year Green Wedge Management Plan in 2023. As part of the plan's recommendations, we are now seeking to strengthen planning controls to protect our Green Wedge via a Planning Scheme Amendment (Amendment C220king) to:
  • Update zoning
    - Rezone all existing Green Wedge Zone (GWZ) land to Green Wedge A Zone (GWAZ) to prevent future land uses with negative environmental impacts.
    - Rectify existing zoning anomalies to align with state planning policy.
  • Introduce a new Design and Development Overlay
    - New permit requirement for buildings and works in green wedge precincts
    - New built form guidelines to ensure new buildings are sited, landscaped and designed appropriately in green wedge areas.

  • Update local planning policies relating to Green Wedge land.
    - New local planning policy to guide decision making on appropriate land uses and signage in the Kingston green wedge.
    - Update maps of the Chain of Parks (Sandbelt Parklands) to reflect project progress and meet current planning scheme format requirements.
    - Update Public Acquisition Overlay (PAO2) mapping to remove land already acquired for the Chain of Parks (Sandbelt Parklands).

  • Transport zone amendments
    - Updating zoning to parts of the Dingley and Mordialloc Bypass and Boundary Road to reflect their status as transport corridors.
    - Introducing a Specific Control Overlay to retain existing subdivision requirements for the rezoned roads to ensure compliance with state green wedge planning policy.

Please note: The amendment will not change current subdivision rules for green wedge land and will not alter the urban growth boundary.

The changes aim to provide clearer guidance about what types of development are appropriate and help protect the long-term environmental, agricultural and landscape values of the Green Wedge.
