We've been using your feedback to help develop a Draft Council & Wellbeing Plan 2025 - 29 to guide our work over the next four years, and drive our commitment to achieving Kingston's long-term Community Vision.

Thousands of pieces of community feedback, along with recommendations from our 48-person representative panel have helped shape our Draft Council & Wellbeing Plan.

This plan represents our shared ambition for a city that is Healthy & Connected, Vibrant & Prosperous, Liveable & Sustainable, and Responsibly Governed.

For the first time, our Council Plan also incorporates our Municipal Public Health & Wellbeing Plan, reinforcing the importance of health and wellbeing in everything we do.

The draft plan will act as a roadmap to achieving our Community Vision, so it is really important that we get it right. You can download and read the draft plan via the Document Library to the right. You can also read the Community Panel's recommendations.

We're pleased to release the Draft Council & Wellbeing Plan 2025 - 29 for public comment ahead of its adoption at the 23 June Council Meeting.

About our representative panel

This plan was developed with the help of the Kingston Collaborative Engagement Group (CEG) - a 48-person panel representative of the Kingston community.

The panel worked together over a series of 6 sessions to develop a set of recommendations that were delivered to the Kingston CEO and Councillors to help shape the plan. Feedback from 2,296 participants in the Kingston Liveability Survey and 1,000 people from the Health and Wellbeing Survey also helped inform the plan.

Watch what our CEG had to say about being involved in the process below, or turn to page 18 to find out more about how community feedback helped influence this plan. You can also read the report the CEG wrote for Councillors.

Draft Budget 2025/26

The Draft Budget 2025/26 is also currently on public exhibition, and is an important tool in delivering our Draft Council & Wellbeing Plan. Over 724 Talking Kingston submissions have been used to help shape the Draft Budget. If you have a great idea you'd like considered for future budgets, let us know!

During the draft budget process, all community submissions were considered, along with a range of factors, including alignment with current policies and strategies, funding our key community services, maintaining existing vital community assets and delivering any new facilities or initiatives our community needs. We're pleased to release the Draft Budget 2025/26 ahead of its adoption at the 23 June Council Meeting. Find out more here.
