The Local Government Act 2020 requires Kingston to adopt Governance Rules, which will replace Council’s current Meeting Procedures Local Law. The Governance Rules govern the decision-making process of Council.

The Governance Rules must include:

  • the conduct of Council meetings;
  • the conduct of meetings of delegated committees;
  • the form and availability of meeting records;
  • the election of the Mayor and the Deputy Mayor;
  • the appointment of an Acting Mayor;
  • an election period policy;
  • the procedures for the disclosure of a conflict of interest by a Councillor, member of a delegated committee and a member of Council staff.

The Governance Rules must be adopted by Council on or before 1 September 2020.

Council welcomes submissions from the community to be taken into consideration in the development of the Governance Rules.

The meeting procedures allude to needing a quorum, however I could not find any reference to what constitutes a quorum.
The Council purports to present its proposed Governance Rules. However these are really still only procedures for running meetings and certain elections. Council Governance Rules should include oversight rules and procedures covering at least the following:
1. Fraud protection and detection [clients and employees]
2. Illegal activities
3. Staff treatment [fairness an inclusion]
4. Gender and race
5. Cyber security
6. Protection and back-up of information and data held
