Redevelopment of LF Payne Hall in Chelsea

As part of Council's commitment to creating vibrant arts, business and entertainment spaces, we are currently planning for the redevelopment of LF Payne Hall in Chelsea.

To support our understanding of the opportunities that may be possible through a thoughtful redevelopment of the former Chelsea Town Hall, we are engaging with the community to better understand their aspirations for this space.

As part of the consultation, we will be meeting with current, future and former users of the LF Payne Hall about their current perception and future vision of the hall.

We will be discussing:

  • how well the hall functions to support regular activities
  • what building improvements are desirable
  • how this space interconnects with other areas of the Chelsea civic precinct.

We are particularly interested in how the community rate the quality, appearance and accessibility of this facility.

Community members will have the opportunity to provide feedback on the Hall in a number of ways, including a pop-up community session on the streets of Chelsea, a stakeholder workshop, telephone interview or through completion of the survey link (below).

The outcome of this consultation will be a report to Council, summarising the current community awareness of the Hall facilities and a vision of what opportunities may be realised through building improvements. We will also commence development of a concept design which will inform a draft Master Plan for the site.

During this consultation (and into the future) the LF Payne Hall will continue to be managed by the Chelsea Longbeach RSL and all community inquiries regarding the scheduling of the available rooms should be directed to the team at the RSL.





What other projects are happening in the precinct?

Council is currently developing a draft Chelsea Structure Plan that will outline a vision for Chelsea, and include recommendations on infrastructure and funding, as well as policies to guide private development and public investment.

Stakeholder workshop

A design workshop will be held on Saturday 19 June via Zoom from 10am - 12pm.

    Kingston City Council is now exploring the future direction of the LF Payne Hall located on Station Street in Chelsea. This hall is currently managed by the RSL.

    This survey aims to understand your current user experience and your aspirations for the LF Payne Hall. This survey will take approximately 10-15 minutes to complete.
