What is a Public Toilet Strategy?

    Our Draft Public Toilet Strategy provides a framework and recommendations for the provision and management of Council-owned public toilets over the next 10 years. The Strategy includes:

    • Guiding principles and strategic directions for the effective management of public toilets across the municipality.
    • An overview of the current condition and suitability of existing toilets.
    • Gap analysis of public toilet network distribution.
    • Capital and operational recommendations to improve the existing and future toilet network.

    How many public toilets does Council currently manage?

    Council currently manages 69 public toilets, including 4 Changing Places.

    Will new toilets be built as part of the Strategy?

    Community feedback shows that people are more likely to use public toilets located in key public spaces and busy activity areas. In response, the Strategy applies a destination-based approach to public toilet planning, focusing on strategically locating facilities where they best support community life, such as major activity centers, regional or district open spaces, and popular foreshore areas.

    Our analysis identified Keith Styles Reserve, the Moorabbin Activity Centre Precinct, and the Aspendale Foreshore area as top-priority locations to explore the feasibility of new public toilets, ensuring they align with community needs and patterns of use.

    Why is the Strategy proposing to close down some toilets

    A small number of public toilets have been recommended for closure following a detailed review of the current network. These sites were selected based on several factors, including an identified oversupply of facilities in certain areas, ongoing or recurring maintenance and safety issues, and locations that are no longer considered suitable or well-used.

    Closing these underperforming sites allows Council to redirect investment towards upgrading, modernising, and better maintaining toilets in higher-demand and more appropriate locations, ensuring that the overall network remains safe, accessible, and fit for community needs.
