Background information

Roads and asphalt areas have been identified as a major heat source in urban areas, absorbing heat during the day, making streets and surrounding areas hot. At night, they release this absorbed heat, which increases overnight temperatures. Heat mapping has shown that much of our municipality is recording temperatures between 5-15 degrees higher than the non-urban baseline.

Combating increasing heat in our community has been identified as a key priority in Council’s Urban Cooling Strategy.

Council action

Supporting this priority, Council will be trialling an innovative road coating to the south-west portion of Kembla Street, Cheltenham.

Cool road treatments have been evidenced to reduce road surface temperature by between 3°C and 16°C.

Before proceeding with this initiative, road surface temperature testing will be conducted. Testing will be conducted again post application, to inform the use of future road surfacing products and enable us to advocate for more innovative urban development to create cooler places for our community.

Project timeframes and impacts

Temperature testing
Temperature testing is expected to be carried out between late January and late March, and again post-application, from late March to early June. There will be no impact on traffic or business during this time.

Road coating
Road coating is expected to be carried out in late March and will be completed in one day, COVID restrictions and weather permitting.

Kembla Street will be fully closed off to traffic and pedestrians during application, for the safety of the community. Street parking in the trial area will not be available during the works. Traffic management will be onsite to safely direct traffic and pedestrians during this time.

Works will be completed on the weekend to minimise disruption to businesses, with the street reopened to traffic and pedestrians on the Monday following application.

    August 2022 update

    The light-coloured road sealant on Cheltenham’s Kembla Street has been in place for a few months now and feedback from local businesses on the street has been positive; with reports that the surface has held up well against the regular truck traffic through the street, and the lighter colour has not changed the driving or walking experience.

    As the weather begins to warm up over the next few months, Council officers will be out to test the temperature of the surface, comparing it with the traditional dark asphalt colour on the other parts of the road.

    We look forward to updating the community on the results of the trial in the new year.

    April 2022 update

    Thanks to those who provided feedback during the consultation phase of this project.

    The CoolSeal road sealant has now been applied and we are progressing to the monitoring stage of the trial.
